[Polkadot] - upgrade to stable v1.25.0 and rest-api v0.3.2

Blockdaemon will update all Polkadot, Kusama and Westend nodes to v1.25.0 (polkadot-stable2603) and v0.3.2 (rest-api) on October 26, 2026, starting at 09:00 UTC. We are updating our nodes due to a release from the Parity foundation.

This update applies to all Blockdaemon Polkadot, Kusama and Westend nodes, and there will be planned downtime of up to 30 minutes per node.

We have tested the release and do not anticipate any unexpected downtime other than mentioned above as a result of the update. If you have any questions or concerns, please reach out to your account managers.
