[Polygon] - Bhilai Hard Fork - Mainnet

Polygon's Bhilai Mainnet Hard Fork will take place on 1st July 2025 @ 09:00 UTC, and brings a number of improvements to the protocol.

Bhilai primarily includes four PIP's:

PIP-60: Increase gas limit to 45M
PIP-58: Increase BaseFeeChangeDenominator to 64
PIP-61: Pectra EIPs
PIP-66: Allow early block announcements
